Being in the IT industry for a few “era” of (r)evolutions; I can only imagine the potential for the Government of Bangladesh, at its every layer, how the Information Technology can be used to support the decision making process for individuals. The possibilities are endless, and more than that, those are real, today.
I used the term “enabler”, as IT always should be regardless of commercial enterprise or government entity. I also used the term “transformation”, as moving the IT deployment using the Cloud Computing model should be transformative, in terms of existing processes.
If the postal services allows end users to create postage using the mobile phone or home computer, if the agriculture department collect production data directly from the farmers using SMS, if all the government forms are online, not only as pdf, but also as database, if the departments activities are published directly for the mass-population, with all updated information, if secured contents are only available for the target audience for decision making, if collaborative meetings can be done with the right expertise and skills at moments notice, and more and more.. You get the idea.
Let’s use United States as example. The US Government has a huge IT spend for every layer of its agencies and functions within those. However, as the procurement process of the government is typically fairly long, the US Government’s most IT infrastructure is, I’d say needs “modernization” effort. However, there are parallel efforts (specially on security and governance) are continuous, with individual and collective works, to make the transition effective. So who is actually providing the showcase for the government? Definitely not the current procurement process, it is not the current provision of the providers, it needs to be the new generation of the provided services. This could definitely be done by current service providers, in fact, they are the ones who need to create the Proof-of-Concept lab for the government, and combine the innovative technologies (or I should say mesh-together) to provide the services. The IT industry’s adoption and showcases are the ignition for the adoption for the government, which ultimately enables the decision making support tools for government activities.
Let’s talk about Cloud being that tool. If facebook, and google be a government, information gathering, processing, dissemination and ultimately that government would be servicing the end user at a real time. And they are using the tools based on Cloud Computing. If you have a mobile device, enter data, goes into the back-end database, and want a report in your mobile device, that is a typical transaction. Now multiply that by 160 Million entries, per certain interval, you are in a massive ocean of data. Then add peripheral data.. and internal data.. The Intelligence is in the dashboard that provides you with decision optimization system. That’s what we are talking about.
